My baby is 3 months old and she has baby eczema. I can not see her itching. She has red cheeks and arms

I dont know what to do. She gets very itchy cheeks and arms and she is too little. My doctor told me to use Aquafor who hardly do any good. Can you help?

The doctor finally precribed a middle grade hydrocoritsone cream, mometasone furoate cream but became scared when you read the side effects and decided not to do it.
