eczema itch

I have a rash, but no itching, it is eczema?
I have a rash on my elbows (that I got about 2 months ago and it has been still worse). I've never had this type of rash before. It is also on my knee, but not so serious. Generally it is mild, but still red. I have read about, thought it was eczema, but eczema is supposed to itch. Mine does not. So what exactly is it? It does not seem to be going away. I think it may be the cold weather, but it is strange that I never had this before and it was colder in recent years. Also, I noticed that this year my hands have been much colder than normal. I would like to have any thoughts / ideas / advice.
I have eczema and it itches like a son of a gun. It sounds like you have a bad case of dry, irritated skin. You've been wearing long sleeves and pants, so it would explain the dry skin too … After a shower you can apply a moisturizer to the spots and see if it helps anything
