what is the solution to eczema in babies?

My son was diagnosed with eczema at three months. He had what looked like red itchy rash all over his body. We have been treating his rash for over a month using vaseline, costeriods, cooling of body temperature, etc. but they are still present. He is now 4 months and we were told to change its formulas, soy. We did it and his whole body turned red. I asked my pedetrician if we can test him for food allergies, but was told that he is too little. Should I switch his forumula to Nutramigen note his reaction to soy?
