Are the mites or infection – also very scaly skin patches (black Labrador)?

I have a 3 year old black lab. He suffers from itchy ears which have brown waxy bits and rough patches, probably from scratches. I treat it with drops and cleaning every day, but he seems to get them repeatedly – Is it mites or an infection? He is also a little (since a puppy) from eczema spots, especially on the abdomen and behind the front legs (arm pits). Dandruff is also a problem. I use medicated shampoos with tea tree and also apply sudocrem or aqueous cream. He is worse now than ever. We are on a very tight budget, so any home remedies rather than advice to go to the vet would be appreciated.
