My baby has eczema and scratching like crazy.?

We have finally learned what he is allergic to, but he is still so itchy that he will scratch until he draws blood. Does anyone know what I can do to relieve his itching. I've tried baking soda baths, oatmeal baths, steroid creams … cake him with lotion … benedryl … (but that just knocks him out …) Any advice would be appreicated. Thank you. We put socks on him (I do not care that it looks strange hehe) we use hydrocortisone …. I just want something Poison Ivy cream to stop the itch immediately. But there's nothing like that out there for eczema, I guess.

What is he allergic facing? Is it milk? My cousin has really bad eczema her latest dermatoligist told her to remove all milk and milk products, and it went right. She thought she was better, then went back to milk and dairy products and her eczema came back fairly quickly. So she has gone back to no dairy, and it has cleared up again.
