help managing my daughters eczema?

My daughter is now 18 month old, she had mild exzema since she was about 7 months old. Her doc just told us to put cetaphil or aquaphor on her skin after bath at night, basically keep her very moist, and to bathe her only every other day to keep skin moisture in, he has never prescribed anything themselves. but lately, its been really bad. The poor baby scratches his legs at night, sometimes to the point of making her skin raw! she makes in her sleep. we trim the nails really short, put her in leggings and we've tried lotions, the doc suggests. it flares up and goes away, so doc just wont prescribe anything! anything else I can do other than lotion daily? maybe try a new pediatrician?
